The ad ministration's decision to take an uncompromising stand for a "death sentence" that may be executed seven or eight years from now may bo a way to promote, at this moment, tho political alliance be tween the western progressives and tho Roosevelt Democrats. But as an exhibition of statesmanship It was lamentable. Tho worst asnect of It Is that It Is such a bad method of promot ing reform. There aro two ways of approaching important reforms One method is to establish the principle, and then step by step. as experience dictates and as opin ion develops, to work out the mechanisms. This is the method by which railroad regulation has been evolved from its modest begin nings fifty years ago. The other method is to plump for the maxl mum nt tho start, and then, as experience dictates, to retreat step by step. Mr Roosevelt has used this method In his reforms. Tho securi put ties act, for example, was through In a hurry and in absolute form; then It has been modified to make It workable. Tho chango In the president's mood since his radio speech at the end of April has been a chango .from a collected leadership, pre pared to compromlso and then to got on with recovery, to a districted, episodic turning hither and thither. It may be disastrous. The sudden proposing of very important out unconsidered projects, tho grim insistence on remote and minor issues like the death sentence, arc not evidences of sound leadership. They look altogether too much like what Mr. Santnyana used to say of a fanatic, that he re doubled his efforts when ho had forgotten his aim. It cannot but bo profoundly disturbing to those who have believed that In view of the gravity of the world crisis, it was their duty to avoid lrrcconcllablo
